With the exception of the newer model automobiles in the background, and the style of clothing worn by the visiting patrons...This could be a scene on any electric streetcar line working at the city limits in decades past. Electric city streetcar lines, would often serve Beaches, Picnic Groves, Amusement Parks, Cemeteries, or in some cases Heavy Industry at or across the city limits borders in nearby suburban towns.

Chicago Surface Lines # 1374 was built in 1906. After a lenghty but well put together mechanical restoration, it still can reanact such a scene today.
