I would say that this photo was taken at some point in time, during the late 1960's or early 1970's. An American Locomotive Company (Alco) yard switcher wearing the mid 1960's era solod orange and black economical "Dip Job" paint scheme from the Western Pacific Railroad, is viewed at work in Stockton California.
